Italy and Uganda have very good relations, as witnessed by Uganda’s constant support to the Italian candidatures in many fora. In Uganda, Italians enjoy very good relations with the population and are highly considered. Since the arrival of the Comboni Fathers a century ago, our Nationals have carried out an important action by supporting the local populations, in particular way in the North of the Country, and that has been highly praised and acknowledged. The missionaries’ impulse - 43% of Ugandan profess themselves to be Catholics - has been renewed , about 40 years ago, by the setting over of the first Italian NGOs. Then, in the seventies, the bilateral government cooperation has begun and, at the end of the nineties, the UTL Office of the Italian Cooperation has been set up in Kampala. Among the most important bilateral events in recent years, we have to quote the cancellation of the Ugandan debt towards Italy. This took place in April 2002, for an aumount of more than 100 US million dollars.
Relations with the European Union
European Union is one of the biggest donor in Uganda. The Ninth European Development Fund has assigned to Uganda 363 millions of euro, of whom 117 to be utilized in a flexible way for the emergencies and for other non programmed interventions. Some projects funded by the EU have a strong visibility, especially in the road infrastructure sector where, thanks to the EU financing, they are restoring the Northern Corridor which links Mombasa to Kigali via Kampala, contracted out to Italian Company Salini. The front line role in the financial and technical assistance guarantees to the EU the possibility to attach importance and substance to the political dialogue as provided for by article 8 of the Cotonou Agreement.
